Purpose of consultancy:

The Programme Assistant consultant supports the management of UNFPA’s country programme by managing data inputs, providing logistical support, monitoring project implementation and following up on recommendations.

Scope of work:

The Programme Assistant consultant will play an instrumental role in facilitating UNFPA’s country programme and project implementation, supporting design, planning and management, in the areas of population and development, reproductive health, gender and related projects. 

 

The consultant will apply established systems and procedures and assist in the creation of knowledge by compiling, synthesising and analysing relevant information, developing appropriate mechanisms and systems and ensuring compliance with procedures.

 

You would be responsible for: 
 

  • Supporting the evaluation of project and programme activities, establishing ways to assess achievement and recommending corrective action as required; conducting field visits; participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports.
  • Guiding routine implementation of assigned projects, in coordination with national counterparts and project personnel, coordinating delivery of project inputs; and ensuring participation of national counterparts in training activities and study tours.
  • Providing logistical support to projects by coordinating project related meetings, workshops and events. Training and guiding project personnel and staff on national execution and programme policies and procedures.
  • Supporting advocacy and resource mobilization efforts of the CO, by establishing and maintaining a network of donor and public information contacts. Assisting with organizing and conducting donor meetings and public information events, including preparing relevant background material for these events.
  • Assisting in implementing knowledge management strategies to capture lessons learned and best practices, sharing these with management for future planning. 
  • The administrative and financial management of programme/project funds in compliance with UNFPA’s policies and procedures.
  • Logistical support in preparation of official travel, meetings, workshops.

 

Duration and working schedule:

The consultancy will be for five months.

 

Place where services are to be delivered:

The Programme Assistant Consultant is located in Country Offices (CO) in Yaoundé.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

The work of the consultant will be reviewed on a monthly basis.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The Programme Assistant consultant will be required to provide a monthly report of activities based on the monthly work plans and an end of consultancy report to her/his direct supervisor.

 

Supervisory arrangements:

The Programme Assistant consultant will work under the overall supervision of the Resident Representative and reports directly to the Deputy Representative.

Expected travel:

The Programme Assistant consultant may make occasional travel to the regions as required.

 

Required expertise, qualifications and competencies, including language requirements:

Education: 

Completed secondary education is required

A University Degree in Finance, Management, Business Administration or related field is an asset

 

Knowledge and Experience:

  • Five years of relevant experience in programme/ project management.
  • Proficiency in current office software applications and corporate IT systems. Good knowledge of PC/LAN operating systems, Microsoft Windows, corporate ICT security and viral protection systems, ERP;

Languages: Fluency in English and French.

UNFPA will provide a working space and working materials appropriate for the consultancy

 

 

Other relevant information or special conditions, if any:

Payment to the consultant will be on a monthly basis after a satisfactory certification of delivery.
