The Position:

Under the general supervision of the UNFPA Deputy Representative, the direct supervision of the Program Specialist in charge of Reproductive Health at UNFPA, the Sexual and Reproductive Health (SRH) Analyst based in Maroua will support the Regional delegation of Public Health and assist the Reproductive Health specialist in the management of the Project and also provide support to the Project team in the conduct of interventions related to the " Support to female Refugees and malnourished Children from Central African Republic, Nigeria and Cameroon " project.

Job Purpose:

As part of the support of the United Nations Population Fund (UNFPA) to the Government of Cameroon, the project entitled "Support to female Refugees and malnourished Children from Central African Republic, Nigeria and Cameroon" has just received funding from KFW (German Development Bank) for a period of 36 months. This joint project, which will be carried out in collaboration with the United Nations Children’s Fund (UNICEF), aims to contribute to the Improvement of health and nutrition status of refugees, Internally Displaced Persons (IDPs) and local population particularly of malnourished young women, pregnant women and children under five years, in the four most vulnerable regions of Cameroon (Far North, North, East and Adamawa).

 

Particular emphasis will be placed on the Family Planning (FP) service offer in a fixed and mobile strategy and on adolescent girls whose unmet FP needs are significant. The project is articulated around building the capacities of actors, the availability of products and inputs, community mobilization as well as the provision of FP / Reproductive Health (RH) services in fixed and advanced strategies, including the strengthening of the Adolescent Reproductive Health Units (USRA). The SRH Analyst based in Maroua will be required to ensure the implementation project activities in the Far North, North and Adamawa regions. 

 

You would be responsible for:

  1. Coordination, preparation & planning:
  • Provide technical oversight in the putting in place of strategies likely to ensure better mobilization and involvement of targets / beneficiaries, especially adolescents and young people, and particularly girls and women of childbearing age and breastfeeding women
  • Possibly participate in coordination meetings of the project and of inter-Agency and Multisectoral coordination
  • Provide quality technical support to UNFPA implementing partners in the project implementation cluster through close monitoring of the implementation of activities as part of their work plan;
  • Develop and analyze reports on the progress of project interventions in terms of results achieved and prepare all necessary documents and fill in the system;
  • Facilitate the work of consultants, advisers and experts, establish and maintain cooperative relationships with government counterparts, multilateral and bilateral donor agencies and civil society in order to address emerging issues.
  • Produce documentation related to reproductive health issues on the basis of analyzes of programs, projects, strategies, approaches and experiences in progress within the RH cluster (lessons learned, good practices, briefs, etc.)
  • Actively participate in the resource mobilization efforts of the Country Office by preparing relevant documentation, such as project documents, donor profiles and by participating in donor meetings;
  • Represent UNFPA during operational meetings between the Ministry of Public Health and UNICEF on the project at the decentralized level and collaborate with the various partners involved in the project;
  • Monitor project performance indicators, particularly in the initiative's intervention regions
  • Contribute to the development of the final project implementation plan, quarterly and monthly work plans;
  • Perform all functions defined and agreed with the office;
  1. Implementation:
  • Provide the technical support necessary for the implementation of project activities
  • Ensure the follow-up of the implementation of planned activities according to the timetable agreed in collaboration with the partners involved
  • Ensure good collaboration with clinical, community and USRA providers within the framework of the Project;
  • Contribute to maintaining collaborative relationships with all partners and to achieving project objectives;
  • On the financial level, in collaboration with the Administrative and Finance Assistant of the project Sub-Office, provide support to partners with regard to the financial management of the project, including monitoring the production of supporting documents and reports. financial;
  • Ensure the provision to the Operational Actors of the Project and the monitoring of all the necessary inputs for the proper execution of activities and compliance with the schedule.
  1.  Monitoring & Evaluation:
  • Ensure to the organization of the collection of specific data and their analysis
  • Support the development of the project monitoring plan and the monitoring of said plan;
  • Carry out regular visits to the field in order to encourage the acceleration of the implementation of activities, to monitor and contribute to the collection of quality data
  • Support possibly the preparation of reports on partner activities;
  • Monitor the completeness and timeliness of partner monitoring reports
  • Monitor, in collaboration with stakeholders, the evolution of project indicators on the basis of existing / implemented management and data collection tools;
  • Ensure the supervision of project activities in collaboration with other actors,
  • Identify the difficulties encountered and the lessons learned during the implementation of project activities;
  • Prepare monthly monitoring reports, quarterly progress reports and the final project report
  • Identify the difficulties and constraints encountered in the implementation of interventions and propose elements for improvement including their monitoring plan
  • Identify lessons learned and propose elements of analysis for decision-making with a view to removing bottlenecks
  • Perform all other tasks related to the ToRs agreed with the office.
  1. Carry out any other duties as may be required by UNFPA leadership. 

Qualifications and Experience

Education: 

Advanced university degree in Project Management, Statistics, Public Health, Economics or any other related social science field;

Knowledge and Experience:

  • Have at least three years of experience at national level in project management, public health issues
  • Knowledge of health project management, particularly in the field of planning and monitoring / evaluation of RH programs and / or projects;
  • Have experience in humanitarian interventions in RH;
  • Have an understanding of the Cameroon health system;
  • Have a good sense of teamwork and be able to work under pressure and in a restrictive multicultural environment;
  • Have a good knowledge of RH issues in the concerned Regions
  • Have experience with NGOs / Associations and the United Nations system;
  • Have skills in the area of results-based management;

 

Languages:

Fluency in French is required; knowledge of other official UN languages, preferably English is desirable.
