The Position:

The Gender, GBV Programme Specialist contributes to promote the fight against Gender Based Violence, gender inequalities, promotion of women empowerment in particular for the most vulnerable and marginalized populations, women, girls and boys and response to harmful social and gender norms and practices.  S/he oversees project formulation and evaluation, joint programming initiatives and national development frameworks.

The Programme Specialist for Gender, Gender Based Violence (GBV) is located in the UNFPA Cameroon Country Office (CO) in Yaoundé. S/he will be part or the programme team and reports to the UNFPA Deputy Representative. The key outcomes of the position include:

  • Enhanced ability of UNFPA Cameroon to fulfil its mission to achieve sustainable, locally owned and concrete results solutions to end preventable maternal deaths; end unmet need for family planning; and end gender-based violence and harmful practices.
  • Strengthened UNFPA on technical issues related to women’s empowerment, GBV and Human Rights with careful attention to the identification of cross cutting programme opportunities.
  • Enhanced visibility of UNFPA as a trusted partner within the UN system and in the context of international development and humanitarian context to promote social, political and economic action and changes in behaviours, social attitudes, beliefs, harmful social norms and actions by communities, individuals and society.

Job Purpose:

Working within the UNFPA CO in Cameroon, you will ensure the effective management of UNFPA activities in the areas of population and development, reproductive health and gender with particular focus to Gender, GBV ,harmful social and gender norms and practices and women empowerment issues while identifying opportunities for cross fertilization with other areas of interventions in the CO.

 

Employing your programme management experience, you will oversee the work of the programme team as well as consultants, advisors, and experts. You will establish and maintain collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues, and effectively influence diverse stakeholders to contribute to achieving UNFPA’s mandate.

 

You would be responsible for:

  • In collaboration with Government counterparts, NGOs and other partners, overseeing the design and implementation of the country programme and its component projects, aligning with Government priorities and UNFPA programme policies and procedures including in humanitarian settings.
  • Overseeing achievement of programme results by ensuring appropriate policies are applied and monitoring and oversight mechanisms are established and implemented.
  • Reviewing the political, social and economic environment relevant to UNFPA programme activities, and pursuing opportunities for UNFPA assistance and intervention.
  • Assessing implications of new policy developments and strategies on programme execution, and ensuring their integration.
  • Overseeing project proposals formulation and implementation; establishing partnerships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of project inputs including in humanitarian settings.
  • Ensuring effective knowledge management strategies are implemented by the programme team, capturing lessons learned and best practices for future planning; addressing training needs of project personnel.
  • Participating in advocacy, policy dialogue and resource mobilization efforts of the CO, by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related meetings and public events.
  • Strengthening the capacity of women led organizations, men and youth platforms for the elimination of discriminatory gender and sociocultural norms affecting women’s and girls’ empowerment;
  • Maintain solid working relationship with the GBV Interagency sub cluster coordinator, GBVIMS/IMO specialists and all humanitarian partners;
  • Provide regular and comprehensive updates related to UNFPA’s progress towards Gender, GBV and women empowerment;
  • Establish linkages between existing gender, HIV, RH, Youth programmes to ensure synergies between programmes and maximize programme impact;
  • Perform any other duty as required by the Representative, RO and HQ

 

 

Qualifications and Experience:

 

Education: 

 

Master’s Degree with specialization in areas such as gender studies, humanitarian affairs, human rights, law, social work, public health, development studies, international relations, and/or other related social science disciplines.

 

Knowledge and Experience:

  • Five (5) years of increasingly responsible professional experience in the field of development and population activities;
  • Experience in programme/ project management including experience in large multi-sector projects, designing and appraising proposals and actively liaising with relevant and potential project partners;
  • Proven experience in coordinating/managing a multi-disciplinary team of staff, experts and consultants;
  • Experience in drafting and implementing legislation;
  • Field experience is an asset;
  • Prior experience in the UN system is an asset.

 

Languages:

Fluency in French; knowledge of other official UN languages, preferably English is highly desirable.
